The tricky thing with the C7 error is how vague it is. It's basically the game client (swtor.exe) detecting an issue with either your Operating System, Drivers, or Hardware. It could be something as simple as not having your Windows up to date.
Hardware and driver wise your DxDiag looks absolutely fine, no problems from what I can see. So first thing I'd recommend is running Windows Update, check for updates and install any that are available. Basically the goal is to get to the point where 'Check for Updates' comes back saying "No updates available".
Another thing I'd recommend is disabling any Compatibility Mode settings for launcher.exe and swtor.exe, they should both work with Windows 7, 8, and 10 without these settings. You can leave "Run as Administrator" on though, that's fine to use.
Unfortunately my windows update function seems corrupt, I think it became that way after I stopped an automatic update from windows 7 to windows 10. I knew I didn't like windows 10 because I loathed using it on my laptop which came with it installed, and I'd been telling windows pop ups for months that I did NOT want to upgrade, but one day it decided to automatically upgrade anyways. I stopped it in the process. I knew it was dangerous to do, but I was right in that when I did reboot, the computer fixed its issues and ran perfectly after that, except for this minor issue.
NOW windows update says I need to restart to install an update, but the only failed updates are for upgrade to windows 10, which I refuse to do, and even restarting my pc obviously doesn't clear the message. I'm looking for ways to clear this from my list, or.. something.

Right, that may very well be a possible cause.
As far as I know, even after an upgrade to Windows 10, it will offer you the option to downgrade back to your previous OS.
This is kinda straying from a SWTOR issue so it's a bit outside of the scope of support, but accepting all the updates and upgrading to Win10, and then reverting back to Win7 (making sure you take all the precautions like system restore points, reading guides, etc.) might be a possible solution. Once you've reverted it might even stop pestering you about upgrading, and hopefully you'll be able to use the Windows Update functions again.

I'm going to have to post about my issue in several places, I think. The windows update, I mean. If I can't figure this out, I'll have to cancel my account. I can't actually update to windows 10, at least I don't see the option anymore. I'll post here again if I can fix the windows update.
EDIT: Also, uninstalling the game and reinstalling didn't work.

Has there been any security windows updates recently in your update history ? Have seen a recent windows update cause C7 with AMD video cards however this was on windows 10
What you can do just to be sure the component registry is good is open a command prompt as administrator and type the below and press ok
sfc /scannow
