you do need to call to fix the account issue , as to cost to call depends on your phone plan , mobile plan we have here has free calls to UK and US for example

worst case try calling with skype for example , here in Australia even if on the phone for an hour cost is like $2

    they have a phone line and an email support@swtor.com , you can email them but they will just ask you to call them
