try running the setup over the top of the install https://swtor-a.akamaihd.net/installer/SWTOR_setup.exe , otherwise if an option install via steam maybe easier

Tried the above solution, gave me the option to repair or remove only. I repaired it and had the same issue instantly. I have removed it since and done a clean steam install but that has had the exact same result, C1 error instantly.

very odd both launcher have the same issue, they may look the same but the steam launcher is different to the standalone
Your dxdiag has crashes in SecurityHealthService.exe why and is it related i have no ideamaybe try a clean boot and see if any change https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd#ID0EBBD=Windows_11

also email the dxdiag , and provide a msinfo file along with the launcher logs to support@swtor.com , and see if they can see anything too
logs are via press windows key + R and paste this into and press ok %localappdata%\bioware\Star Wars - The Old Republic Launcher
