Unable to verify email

I get told I will need to verify my email before my character hits level 20, but the button to verify in the client doesn't work. So I manually type in the URL and click send verification email, I click the verify link, and get the following error:

Verification code expired, invalid, or account already verified.

I'm essentially locked out of my characters now and retrying to verify just keeps giving the same error.
