Used Eternal Throne Pack from Twitch and 60 Boost

What happens when you try to access the mission?  Does it give any specific error message?  Were you able to play through them as your level 65 and play the actual chapters?  Have you ever subscribed before?

When I used the coin and made a 65, I had access to both Fallen and Eternal. I actually loaded into Chapter 1 of Fallen. I then decided it would be best to play Fallen as a 60 so I refunded the coin and made a 60 instead and now I can't play fallen but as a lvl 65 I could. And I haven't subscribed. 

       As a 60, when I click launch under the Chapters menu it just disappears and nothing happens. Nor do I have a mission to do chapter 1: The hunt but I did when I had the 65.

ok you only have access to the eternal 9 chapter of level 65+

I get that but you miss the part where I made a lvl 65 and had access to Fallen Empire. I even got ported to the ship at the beginning of Chapter 1: The Hunt. I then decided to refund the coin so that I could boost a 60 instead and that's when I couldn't access Fallen Empire anymore.

Just to be clear no where does it say you can use a level 60 character

Right, I understand that now but that still doesn't explain why I was able to play Fallen Empire when I used the coin to make a 65.
