the only thing that initially comes to mind is remove any overclocks on the motherboard especially the FSB and see if it persists
Thank you for the suggestion. How would I go about doing that? I am not expert although I have become more tech savvy as I have gone through this entire troubleshooting process. My motherboard is manufactured by HP, product named 84FD.

Great thanks. The motherboard was the last frontier I was afraid to approach due the consequences it can have. No, I placed the power plan back to the default HP recommended power plan. Although the HP recommended power plan has min/max processor power at 100%.
