Bug: Menus with tutorials that require spending credits lock game if not enough

First time I had someone get injured, and not knowing that using the normal medical beds cost creds, I spent credits getting a new operating which brought me below the amount you need for using the bed. But since there is now a tutorial requiring me to select the bed, I can't back out of the med-bay screen and since I don't have enough credits to use the bed, the only option is to completely restart the game.
