It's pretty much always like that, very few actual F2P players got 7* chewie, even CLS and JTR were pretty hard for f2p to 7* the first time around. Just have to be satisfied with unlocking for the first 4 months if you aren't willing to spend a couple hundred dollars a month. If you aren't willing to accept that this is a p2w game you will suffer, better to accept it and just muddle around in a middle tier.
