it is like yoda and palpatine event, if you have 5* phoenix you 5* thrawn.If you want to 7* your thrawn, your phoenix should be 7*.

As far as anyone can tell it's five. The only "confirmation" is a meme from @CG_Kozispoon, instead of actually just answering with, you know, the words "yes, you are only required to have 5 of the 6 Phoenix squad for the Thrawn event."
