I have her at 4 star right now. What the quickest way to get her to 5 star?

No you don't. You need 5 phoenix toons at 5*. There are total 6 Phoenix toons. So you can farm the other 5 instead which would be much easier ^^
no the robot chopper is a lended character you need her
