(7* Thrawn users please help) Minimum Phoenix requirements for Thrawn 7* Stars

As many of you will have been doing I have been farming Phoenix shards and gearing them for the next Thrawn event. My thrawn is 5* and I really want him 7* next time! I want to collate as much inf...

Do you need 5 7* toons to unlock Thrawn at 7*? Can't remember the requirements of these events.
