Minimum Requirments

To get a 5 star Thrawn, you need 5 x 5 star PS.

To get 6 star Thrawn, you need 5 x 6 star PS.

To get 7 star Thrawn, you need 5 x 7 star PS.

As far as gear requirements go, you'll need at least g8-9 with some omegas to get 7 star Thrawn. It is much more difficult than Emperor Palpatine 7 star battle.

I think that site recommends at least g8, but g9 is always better/makes it easier.

They have to be Phoenix, not just any Rebels.

Yep. Sorry, you're right. I was thinking about upcoming EP event too much.

You can try at lower levels but your gear and mod requirements go up as you go down in level. 82 is also the point where you can Omega Chopper's unique.

85 - G8, decent mods, decent RNG
82 - G8/G9, good mods, decent RNG
<80 - G9+, great mods, decent RNG/# attempts
<76 - G10+, insane mods, insane RNG/# attempts

Obviously you'll get someone who says they did it at 76/G8 after 100+ attempts. Fair enough. But they're a good enough faction you might as well take them to 85 across the board and at least G9-10. Usefulness beyond that is questionable unless you're enjoying using them outside of arena.
