I believe each person's Arena server is different based loosely on when you started playing, so someone who only started playing 3 months ago is not going to ever be pitted against another who has been playing for 12 months. Some players ahead of you may have had a slight time advantage, but I'd imagine most of the differential comes from P2P, farming strategy, and resource management.
But with each added grind, the opportunity to spend to get ahead is increased. The level cap increases, mods, raid gear in shipments, etc have all exacerbated this issue.
