Blue through purple now have a super small chance of gaining and upgrading speed that wasn't initially visible(as seen in ops image). This does not mathematically make up for the chance that was taken away. Not even close.

Given that I already upgraded all my blue mods with speed showing, I could only do a theoretical comparison, but you need to take the numbers game into account as well!
Upgrading a blue mod to level 6 costs 18k credits. That's peanuts. If speed isn't showing, sell it. If speed is showing upgrade to 12 (costs a further 70k). If the combo of primary and secondaries is good enough to keep, upgrade to 15 (most of the cost is here). If not, then trash it (and recover 30k).
Now a blue mod may upgrade less often now than it did before... but you'll have far more blue mods to upgrade.
Purple mods are not changed much at all.
Green mods are almost certainly worse. Haven't experimented enough with them, but they don't seem worth the money of upgrading.
Grey mods are essentially the same, but if slicing turns out to be far cheaper than we thought, they can possibly be made worth it. Probably still need to be sold on sight tho.
