Ackbar's Tactical Genius ability... is it really giving extra defense pentration?

It gives 100% turn meter to a random ally, which is an "eh" advantage. But supposedly it also gives them 40% extra defense penetration (at Level 7) which would make the ability MUCH more viable. Howev...

I'd like that... even if it granted Advantage or Offense Up or something like that it'd be great.
