Add Relic 8 and 9 upgrade notifications in Guild Chat

I find that when a Relic 10 upgrade notification comes in guild chat that many players congratulate the player that got the Relic 10. It is an uplifting moment for the guild. Why did CG remove Relic ...

Personally I dont have many r10 because of how useless they are outside of reality delta so it would be nice to see who is at r9 waiting for r10
