It costs AA an action (100% TM) to give another character an action (100% TM). You are still trading six for half a dozen.
Remember, with his new leader ability, not only will he give someone 100% on their next special use, but since Tactical Genius isn't considered an attack, he will ALSO call an assist FROM A REBEL when doing so.
It's nice but invalid as an argument, because that's another ability's effect entirely. It is not related to Tactical Genius' effect, although it is a good complement.
Tactical Genius IMO still does not stand on its own.
It's completely valid. Now it calls an assist AND gives better benefits than before.
How is that not a good thing?
