Exclusivity through achievement makes sense to me. Being locked out of the ability to attempt the achievement is where I take issue here.
For example, I do think exclusivity is appropriate when it comes to certain characters. Certainly characters like KAM make sense, earned through completion of the SM. GAS makes sense, Malak makes sense. These are all achievable feats for the right players in the right guilds no matter GP with proper planning and execution. CAT is gated by GP (a relatively useless benchmark), but could potentially be earned without the gate in place.
I am only advocating that some players be able to test their lower GP rosters and might find themselves capable. With proper planning, hard mode isn’t difficult for low GP, just requires the teams. I do think the shards per crate ratio is fine for CAT. I don’t think entitlement comes into play if one is able to complete the task required, only that being gated hinders that ability to even try.
For others who want more shards for completing easier tiers and modes, I believe your questions still stand.
For the record, I am 5.86M GP and capable of completing hard mode max crate. My alt is not and happy to stay in normal mode for quite some time.
