Am I understanding Delta....?

I want to make sure I sm understanding relic delta....here is what i am taking from it... I can buy a delta to bypass relicing so I can beat those who worked to get teams at a high relic mark. Thus ...

No, “relic delta” is just the name of the system, not an additional item. What it will do is scale your damage dealt/received depending on the relic level difference between the toons. So if you are a relic 3 attacking a relic 9 you will do significantly less damage (66% as of now), and the inverse of that, if you are a relic 9 attacking a relic 3 you will do significantly more damage (200% as of now).
