I've thought about this as well, particularly to add another fleet for variety. However, Leviathan already has many pirate qualities in its kit and I'm not sure the characters would have much draw. I could see them adding the hidden planet from Skeleton Crew to ROTE and re-skinning Leviathan as the pirate capital ship for the fleet battle. That would be a good way to introduce characters to judge interest.
