I agree the Zetas should not be random. It creates an unfair advantage that you can't control. With gear it's different, if you pony up crystals you get more chances and usually better gear, none of us have the power to do that with zetas. It took me 3 weeks to get 20 zetas and that was saving all my ship shards for them too.
