Yes it did! Text is the same.
I'm almost positive that it did not. Simply gave you foresight.
Edit: found an old screenshot, and we were both wrong. Text used to be:
All allies gain Evasion Up for 2 turns at the start of their turn. Whenever an ally Evades, they gain 10% turn meter.
