Apparently tenacity/foresight up negates drain force.
All enemies had debuffs up, which gives it 100% to increase there cooldown, but it didn't otherwise my annihilate wouldn't still have 7 turns until off cooldown.
Forum Discussion
Foresight stops it, as in the whole attack is dodged (just like when B2 or Ventress's dispel is evaded), but it goes through tenacity up.
