That's not true. Whether or not it is governmentally observed isn't what decides what's a holiday. Whether or not people celebrate it enough for it to make a calendar is what makes something a holiday.
Every day is a holiday, technically. It's just that not everyone celebrates all of them. whether or not they are on every calendar isn't the qualifier, whether or not they are on some calendars is.
Would you claim Yom Kippur isn't a holiday because you don't celebrate it, or it isn't a national holiday? I don't think you would.
To call April Fool's day not a holiday is a form of prejudice, actually.
