That's not true. Whether or not it is governmentally observed isn't what decides what's a holiday. Whether or not people celebrate it enough for it to make a calendar is what makes something a holiday.
Every day is a holiday, technically. It's just that not everyone celebrates all of them.
Would you claim Yom Kippur isn't a holiday because you don't celebrate it, or it isn't a national holiday? I don't think you would.
To call April Fool's day not a holiday is a form of prejudice, actually.

a public holiday ?? well it's not a recognised public holiday...
a personal holiday ??? well then that's your holiday but it's not a "holiday"
to be clear what I am staring is that April fools or all fools day is not a nationally recognised public holiday in any country.
it may however be personally recognised as a tradition by many. so if you wish to claim thst as a holiday then you go for it.
