Are Sith Raid Changes immediate? (DEV RESPONSE)

@CG_RyDiggs not sure if here is the best place but is there any comment on the current bug to Sion zeta not applying pain on hit? A quick response to this would be most appreciated for all who rolled hard on Sion :)
