Some guilds intentionally sandbag, but sometimes guilds just don't have as much participation as they would like. I can't see anything changing until more brackets come into play.
Still, your guild matchup looks like one of the worst mismatches that I have seen.
It has been years since they've done anything with TW and from all appearances they just don't care. In your situation just make sure all of your guild puts enough banners on defense to get rewards and accept your fate. Have someone in your guild hit the Report Guild button, choose the Matchmaking option and give CG an earful.
