Aside from the instant taunt characters and Raid Han Solo, in Arena, what determines who goes first? I have searched and there is no adequate answer. All I see is a poster stating the Devs say there...

Finally found the guy again. I will attempt to post his players. They are not 7*, most are level 82. He is still rocking health mods only. He decimated my Phoenix in 2 rounds.
I just fought the exact same squad at 85k power but a different player and destroyed them. So something is definitely wrong. Ezra and Sabine are 188 and 186 Speed and his Palp went first, again.
