Aurodium card pack heroes

Exlusive characters from these packs dont seem that exclusive. If they are to only drop in these packs, i.e. Darth Maul, where no campains are dropping shards the heroes should be higher than 3*. ...

I had the same thought.

It seems like this concept is unfinished, perhaps in the future the shards will open up in end-game content? Certainly does not seem fair to give a 3 star Darth Maul from a Aurodium Pack and the only way to level him up is get more packs.

How about, 'Exclusive' characters get their shard locations unlocked once you draw one from the pack, so once you get luck y with the pack, then you can farm up more shards for the upgrade.
