Let's look at it from CG's perspective who is likely to pay for the shard packs to get R2 and CLS the guy playing for 2 years ready for the return or the newer players panic farming. Would newer players buy shard packs for cls if the event runs with no R2 before hand? Would CG make any money at all from the heroes journey just targeting day 1 players?
