There have been plenty of Episode Quests that can't be done right away when they are live. You just need to wait a few hours or a day for some of them.

The “middle” of the off cycle? Attack phase went live 3 hrs after this quest was revealed. How you can call that the middle is beyond me.

You're lucky with the quest for 3 attacks on GA. I still have three days to wait for the quest for 2 attacks in the raid.
