Balance.. what do you think it means?

Balance is having a toon that can either provide really great support, control, healing, OR damage to a team or having a toon that can provide mediocre support, control, healing, AND damage to a team.
Barris is a great example of a balanced toon since she can provide really strong healing capabilities and a decent cleanse to your team at the cost of terrible offensive output. She is an asset to any team while still requiring good team building on your end to make her work well.
CLS is a great example of an unbalanced toon since he can provide great damage, great control, great support, has great bass stats, and has great individual surviveability. You can put him into any team and he'll work well, so using CLS in your team requires little thought as far as team building goes.
