It shouldn't be a coin toss, because Malak beating Padme to the bonus turn ruins her synergy with Anakin and that is often crucial for the outcome of the battle. Padme should taker her bonus turn immediately after Anakin's, uninterrupted by all other possible allied or enemy bonus turns - that should be the order.
