Yeah, that was one of those rules that directly led to the creation of Vader; you'd think Luke would want to launch a "better" way of the Jedi instead of sticking to tradition. After all, it was Luke's attachement to his friends that caused him to cut his training short w Yoda and help destroy the second death star in RotJ. Didn't seem to negatively affect him?
I think he is trying to head off that possibility by making it an all-or-none choice. If he chooses the armor, he likely won't turn to the Dark Side because of Mando and if he chooses the lightsaber, Luke will work with him to curb the attachment.
Plus if he chooses the armor, we know he will survive Kylo Ren's purge two decades hence.
