How do I go about reporting a GAC exploit, my opponent hasn't put a full defence down making it impossible for me to gain points to actually beat him? Any help is appreciated

That means you get full points for the section he didn't set though I believe
He's still beating me though after he attacked me
Did you open up the back zones? You have to reach the zone not fully filled to get the points.
He only placed 2 fleets teams on his GAC defence everything else was left black so in theory I can't attack and automatically gained some points
You won't like this but it's not really an exploit. Nothing stopped you from doing the same thing. They simply had a better strategy this round.
If this isn't an exploit, it is a brilliant strategy. Just put 1 weak group in defense. If you had all your best teams available on offense and they split theirs to put good teams in defense, it's an easy win in all but the most unbalanced matchups.
