No, they're really not. As you said, BH desperately need a rework and a couple new characters. Gimme Embo, Bossk, Latts Razzi or Aurra Sing.
It's the reason I haven't taken any of them besides Boba past g9, chances are in the next month or two they'll get that faction pass; and at least one or two of the original group will end up not making a final squad.
