They should be able to - bounty hunters are, at least theoretically, a solid counter to Phoenix with thermal detonators (which don't create counter opportunities), ability blocks, stuns, strong single shot DPS - and yet, despite being an ideal counter team synergistically, they can't even come close to being effective.
They need A LOT of help in terms of a rework. Honestly, at this point, I've stopped pouring resources into them (mine are mostly g11 already - and probably the weakest g11 toons and team I have).
The Thermal Detonators either need to blow up faster, do way more damage to be a threat, or provide some additional debuff effect to be worthwhile. How about a Speed Down effect as well, or maybe if they are cleansed they have a 50% chance of blowing up anyways?
IMHO they have SOOOOO much room for improvement...
