Development on this game doesn't end until they shut the game down.
They just introduced the contract/payout mechanic to the playerbase. Give them time to collect data and see how the mechanic plays out in practice. We might see a second pass at bounty hunters further down the line for the prequel trilogy kids later down the line, once the devs let the dust settle on this pass.
