The requirements are the same as they've always been unfortunately. I got him completely FTP this time. I think in Canderous's case without a zeta (I'd recommend against it) he needs gear XII and one additional piece to cross the threshold.
First tiem around I got him to g12 and it was enough. Just slap on some 6* mods to get over threshold.
I'm sure my guild mate did this and fell 10s of GP short of the 17,500. Guess I must have misunderstood, cool if that works too.
