No, they aren't... You still have to gear them, and put at least a Zeta on Chirpa, but it won't guarentee you a 5* 3PO...

If you can zeta chirps and then put as much speed on all of them as you can, you might, might scrape an unlock.. it’s a hard event and your using sub optimal toons...wicket and logray make it much much easier..

Depending on your mods, yes, you can unlock C-3P0 at 5*. It won't be easy, but it's doable.

IF you post a link to your profile on swgoh.gg, I (and others) could check out your mods and give you some advice on how to improve your modding to beat tier 5.

I do have a zeta on chirpas leader is that what you mean.

I was able to unlock after about 40 attempts with a similar squad. I had Logray instead of Teebo, but my squad power was only 58k. Major difference I see is speed, your bears are moving like molasses. Here's my 3-P0 squad: https://swgoh.gg/squads/158065/ (I did move some mods around after, so speeds might be off)
