Can DT push ability cd over their max cd?

For instance, if an enemy use a special with 3 turns cd, has no buffs and DT goes next with his aoe special.. What happens to that enemy co? Does it stay at 3 because that's the maximum cd or goes up to 4?

It'll increase it by 1 regardless of where it's at yes, if it's usable now it'll put it at 1 turn CD in your example it'll put it to 4 yes
