Capital ships should be designed to counter other capital ships / fleets, not one particular fighter.
Annoying though it can be, there are already plenty of ways to counter Hounds Tooth.
Hounds Tooth can indeed be an RI on a Biggs, Bistan, Mill.F Rebel fleet but a player will only call it if the opening RNG has gone spectacularly poorly for them. 95% of the time either Cassian or Phantom is a better choice depending on the state of play.
