Or just allow undermanned teams in general.
I get why they require 5-toon teams in TB. It's a relic gate. You don't get to invest in only one toon and then solo for the same TP as if you invested in the team, even if that one toon is a GL.
I am not saying I agree with them, but this isn't some coding quirk that wasn't considered. They made an intentional decision based on concerns that they were balancing. So I think it's unlikely to be rescinded.
Personally (and CG if you're listening) I think the best way to handle this is to give a throw-away droid an Omicron for Territory Battles that says that if Bane and one other Sith are present, that a Sith is in the leader slot, and all other toons are DS droids, then Bane's Rule of 2 is active.
Then you can have Bane do his thing and also have a use for that IG-86 you brought up for Ops. Because they're droids, it also fits the spirit of the Rule of 2. And it only works in TB bc it's a TB omi.
They could handle this if they wanted to. The question is, do they want to?

See/Bane plus random droid just sounds…weird.
Additionally, you can underman fleet missions. Why not these?

I get what you are saying. The problem with this is, then they should not create characters that rely on the exact opposite of their coding. Bane, SEE, Fulcrum&CK omicrons, Fennec kit and more.
But the resolution is pretty simple and has already been worded in response; if you create such kits and characters but want to retain the rule of not having undersized teams (which I disagree with) then create missions where those characters are needed.
On that note: many SMs and CMs are pretty difficult, if a player has invested in a team that can complete it undersized, they should be rewarded for it ^^
