Can you pls clarify how relegation works in new system?

So now we can move up and down divisions/leagues after every match… is there still a swap between top5 and bottom1? It seems like that could lead to ppl climbing into top5 on their last match just to get directly relegated back down to bottom1… under the old system they would have probably ended up in top4… ?
