Cant buy LSB (UA)

Hi all. I cant buy any LSB bundle from PC (living in Ukraine)
Can someone explaine me why every time im try to buy LSB i get error (ss) and cant past it.
The funny thing that from i can buy it from mobile, but it cost more than +20% to PC price.
