@ Devs: It usually impacts both ships in the back row, but in this case Ahsoka's.
It also sometimes affects your own ships, if attempting to use your capital ship's ability on one of your own ships in the back row. The ships will float too close together and make one untappable.
As OP suggested, it mostly seems to happen when the screen is viewed from the above displayed capital ship angle.
