If I remember well, fleet store refreshes three times. IF RNGesus is with you and you get cuffs every time, that is 15/day. In two days that's 30... and you need to get 10 daily from sims...

You have 3 spots where cuffs can land ;).
And you have 15 cuffs per day by farming them with usual energy ;) Drop rate is 25% and I assume you spend the three refeshes at 50 on cuffs.
