Ultimately I think they're waiting to release her as part of a Naboo bundle at some point. Her bodyguards and fighter pilots from the first film could certainly play a role in this game.
That's because Nute hits like a wet noodle. Plus 40% evasion and 40% offense is ridiculous. Rey only gets 25% at max and people call her OP. Squishy buy OP.
