As Darth sidious he was rising to power, and taken over the republic.
Once that was achieved he stopped calling himself by his sith name, and started calling himself emperor.
So as sid I see him not an empire toon. I see him sith. If they added supreme chancellor palpatine I would expect him to be with the republic, and maybe even light side as at these times he acted for the republic (while taken over I know). So as an empire toon I would expect emperor palpatine.
I used to play another star wars game they had 4 different ones of him. One light side, one dark side, one emperor, and one sith.
Did any of you know his sith name before the the phantom menace? No you knew him as emperor.
