I think there can be creative skills to balance what you want. Like, unevaidable, unresistable attacks/skills against certain factions, such as rebels. Following this line of thinking and embracing creativity, CG can restore strategy to the Chaze conundrum. It's all correctable.
That's normally true (ShT ended Wiggs without being OP) but I'm not sure it is with Chaze. They taunt, counter, have tons of health, do the most damage in the game, cleanse, AoE dispel, heal, health equalize, gain TM, apply speed down, and there's probably something I'm forgetting. For a counter character to remove them from the meta, the character would have to literally do everything. No leadership skill or special skill can counter that much without being game-breakingly OP.
How about an aoe shock that's unavoidable and doesn't expire like Vader dots against rebels, and normal resist checks and subject to cleanse for everyone else? Just 1 idea, but there's literally thousands upon thousands of ways to structure the game to restore your balance.
